About

Overcut Strategy is a specialist advisory practice working across UK public sector technology markets. The work sits at the intersection of government, digital suppliers and commercial strategy, supporting organisations to navigate complexity, build clarity and make better decisions in environments where incentives, systems and stakeholders rarely align neatly.

The practice works with central government, local authorities and technology providers on a small number of focused engagements, typically where there is a need to better understand how a market operates, where value is being lost, or how to move from insight into practical action.

Work is centred around three core areas.
Market and ecosystem intelligence, building a clearer view of supplier landscapes, system dependencies and structural risks.
Commercial strategy and growth, particularly for organisations operating in public sector markets where procurement, policy and delivery intersect.
Operating model and capability design, helping teams move beyond one-off interventions and towards sustainable, evidence-led ways of working.

A consistent theme is the gap between how systems are designed and how they operate in practice. Overcut brings a cross-system perspective, shaped by experience working with both government and suppliers, allowing structural friction to be identified and addressed in a way that is grounded and realistic. The focus is on producing clarity and direction, rather than volume of activity.

Recent work includes advisory support to the Ministry of Housing, Communities and Local Government on local government technology market intelligence, including the development of a national baseline of systems and suppliers, structured insight into supplier capacity and constraints, and options for improving transparency and long-term capability. The practice has also supported digital and technology organisations to shape commercial strategy, refine target account approaches and strengthen revenue operating models within complex and regulated markets.

Overcut Strategy operates with a flexible associate model, bringing in additional expertise where required while maintaining senior-led delivery and accountability.

The practice is led by Glen Ocskó, an independent strategic advisor working across UK public sector technology ecosystems. His work focuses on bringing structure, perspective and a clear understanding of the system, particularly in environments where complexity has become normalised and decisions feel harder than they should be.
